Brigadier General Billy Cooper

Brigadier General Cooper, retired Deputy Commanding General (West) with the United States Army Recruiting Command, holds a Bachelor of Science and Master’s degree in Education Administration. He was commissioned a second lieutenant upon graduation from Officer Candidate School in 1968.
His remarkable military career sent him around the United States and abroad, serving in a wide range of positions, graduating from the National War College, and earning dozens of awards and decorations in the process. Prior to retiring in July 2001, Brigadier General Cooper initiated recruitment linkages with Job Corps that ultimately led to a national partnership between the U.S. Army and Job Corps. He currently serves as the Center Director for the Earle C. Clements Job Corps Center.
